@buckshotwashere: Ah, but in say the SS's case where he is going 16T x light speed, one of the things that goes along with that is that he has both the perception and reaction speed to navigate the space ways. So I would absolutely state that he has the ability to "operate" at those speeds. Again, I view this as much about writing style as anything else.
I've tossed up a few feats of Surfer's that show that he has the kind of operational speeds to back up the idea that he can perceive and react at those speeds (even disregarding his power cosmic), which is why its accepted that he can. We couldn't otherwise just take it as given though because we also have characters like Thor whose travel speed is separate from his operational speed (even those arguing Thor is actually fast can't deny that Mjolnir tows him through space and he's not flying that fast under his own power). If you want to continue this, do it over PM.
