Good question and I agree it is a bit strange but it could of just been a small inconsistency or the blast did not completely encompass the moon when it was fired at that exact moment, I re-posted the entire set of scans and there was definitely a mix up within the scans I was trying to post previously but thank you for posting your scans and I appreciate the awesome input as well as support, I too am also looking forward to it.

Now Master Roshi has a powerful moon busting Kamehameha attack. However it takes a lengthy time to charge up to that level. To Use in a Hyper sonic Battle it is almost pointless.
However Genkai has Boulder Destroying Spirit Gun attacks. She has many shots that She can Pull off the same speeds she moves at.

Roshi is one of the main reasons Goku is the great fighter he is today, he trained both Goku and Krillin as he put them through interesting tests in which they trained mentally as well as physically. He is also the first and only at the time during the earlier parts of Dragon Ball to master the Kamehameha technique and he`s been around for a very long time and he is recognized as being the greatest during the Budokai Tournaments.
Roshi pushes Krillin and Goku to be the absolute best it shows his expertise when in the field of training and skill. Roshi is extremely fast as shown within the training he did with both Krillin and Goku he ran right passed Goku and Krillin in about 5 seconds or 5.6 seconds to be more accurate to that of the character`s portrayal as well as first idea put into perspective.

Roshi is recognized as the best and is a very respected individual in terms of martial arts even when disguised as Jackie Chun during the Budokai he dodges all of Krillin`s attacks close range and he knocks Krillin into a wall with one simple strike in which Krillin has a nose bleed. Roshi although being propelled in the air by Krillin`s kick is still able to rebound while in the air at high speeds and he fires off a Kamehameha wave just to prove a point and Roshi is known worldwide for this technique the only one to perform the attack and this also shows that Roshi wouldn`t need to waste time in charging the kamehameha when he can fire it in base form as quick as he possibly can even when in battle. Roshi`s lightning technique damages Goku to a significant degree and the attack entraps Goku. Roshi and Goku collide at extreme speeds in which both of their kicks impact with great striking force as both go down or crash into the stone ground, Roshi is the one to be victorious even after fighting for an extended period of time and he is declared the winner of the Budokai Tournament. Its very impressive due to the fact that Goku has shown to have enough force to knock back an incoming missile which can produce a small nuke in regards to destructive capacity and this same striking force hit Roshi head on. Goku also has enough striking force to crack and break through steel mech but Roshi is able to endure through Goku`s enhanced ki punches and he counters back during the course of their fight. Roshi also was in his base form and not at maximum strength when he took on Goku he also was testing him as hinted throughout the battle and as evidently shown within his mindset if he were to go all out he would of probably took out Goku sooner although he fought more seriously since Goku didn`t pull his punches and this furthers my point about Roshi`s durability he was able to tank Goku`s punches, kicks and strikes in full force the same attacks Goku uses to destroy machines and knock back large missiles that are moving at high speeds. Roshi`s durability at max power would definitely skyrocket since his ki level would go up thanks to a massive power boost.

Roshi fights Tien on even grounds and Tien is a very skilled as well as disciplined fighter, Roshi parries, counters and dodges many of Tien`s attacks also even when he was hit directly by Tien`s Solar Flare he was able to keep going during the fight and his attacks also wear down Tien also he produces many after images during the fight in which he throws Tien off balance and Tien couldn`t predict many of his moves. Even with a third eye, Tien is not adaptive to the nature and dynamics of the fight as Roshi is and Roshi was even able to block as he also reflected Tien`s Kamehameha with his bare hands and the Kamehameha is raw energy, Roshi is able to perceive the attack in regards to movement and at that moment he reflected it with no real effort also he was able to sense Tien`s energy and he admitted that the sheer output of the attack could kill some of the audience which is many of the people who are surrounded as they are seated near the arena, Roshi can tell how powerful Tien`s destructive output was which is why he reflected the attack into the air. Roshi would probably be able to reflect and redirect Genkai`s attacks at the right moment due to his perception within combat and his resistance is really impressive as well. Tien put a lot of ki into that Kamehameha wave and the attack was moving at a considerable speed yet Roshi was able to block and repel the attack with no real effort and this was done by Roshi in base form rather than his truly powered form.
Roshi blocks a knife and holds Man Wolf in the air without no trouble as he is able to disarm the Man Wolf as well. Roshi accomplished with absolute ease and he did so with great focus as well as with great perceptibility this further shows that Roshi is an individual of great focus, patience and calmness this will help in his fight with Genkai.
Also due to being able to read minds he would have an edge over Genkai as he would be able to predict her movements and create strategies for them as well. Overall before his death and revival Roshi would be at the age of 430 and during his revival he was 774 he might also have the experience advantage over Genkai he has been training and fighting for many years. Roshi trained many during the many years and made them into exceptional fighters he is a fighting master just like Genkai but has the experience as well and the understandings of what makes a great fighter his vast knowledge will serve a meaningful purpose within the realm of battle when facing Genkai, Roshi would be pushed to his absolute limits and would use his more unique abilities with his telepathy he would be able to understand Genkai more and more in regards to her limitations, tactics and movements on top of that Roshi would be able to pinpoint as well as have the right timing to launch his Kamehameha attack.
Roshi Training is not has hard as Genkais. As Genkai Training is life and death.

The biggest advantage Roshi has over his opponents is speed. However Genkai can see and react to Mach 3 attacks easy as well Mach 3.5 Speeds (The Speed needed to appear not to move to a human eyes) easy.
She was able to track this Sniper Speed Eraser (Size of a pea) and where it was shot from by the human with powers called Sniper.
Also Genkai Skill in combat is more proven to me than Roshi who as I said relies on his clear speed advantage vs slower opponents.

Suzuki power alone is greater than Krillins and Yamcha combine. Genkai at her weakest tank these attacks, speed blitz him by grabbing his nose, and then pummels his face.
After these last 2 matches Genkai fights Toguro. Toguro who amps up to 80%. No small feat how long she survive this last match after fighting 2 matches before it and at 1/5 power from the get go. She was outclass and weaken in every way. She still puts up a fight and keeps from being Speed Blitz by Toguro who is mach 5 (by feats) in this form.

I do not belive Roshi will read Genkai's mind. Another Mind Reader has tried this to no avail.
I do know Roshi will have a Hard Time dodging Genkais invisible Spirit Blast as she can refine her Aura to be invisible to those who can see Aura.
At the end of the day I would say Genkai is in fact faster and more skilled than Roshi.
Her Spirit Gun actually damage Toguro badly at 80%. A Being who tanks 30 ton punches without being faze to the face. Also Each spirit Gun is as fast a Genkai. Making it hard to dodge by Roshi.
Also using all those Martial Art Techniques and Abilities with her Spirit Wave make Roshi only form of attack, the Kamehameha Wave, redundant.
That is a good point but Roshi puts Goku and Krillin in danger by having them seek out the stone within the jungle. Also he gas Krillin and Goku work extremely hard under extreme conditions. Roshi has Krillin wake up early in the morning to do work within the fields and they barely get any rest also he has them swim within the lake as a shark comes after them he puts them in life and death situations, Genkai more so would have Yusuke tested brutally under pressure but Roshi`s methods and tactics aren`t so simple or softly tuned either. He puts Goku and Krillin under extreme conditions and he has them pressured to complete the tasks so they may eat and survive on top of that their very young, Goku is only a kid, Yusuke is more so a teen that was prepared and ready to face that moment unlike Goku who was forced and pushed at such an early stage. Also he has Krillin and Goku stung by many angry bees in which he cracks the Bee Hive also he is able to outrun the bees even after he cracks the hive instantly and the bees hurt Goku as well as Krillin.

Roshi at max power was aiming and concentrating his energy into firing at the exact location or area in which the fire is heavily present but in the process his attack also takes out the large mountain as well as castle and although he might take awhile when charging the attack he still would have good aim as well as timing in regards to where he would want to hit the target also Roshi could use it as a strategy and delay in which he could use his lesser Kamehameha which doesn`t take that much time to charge.

I still stand by Genkai's Training as alot harser. Bees and what not are cute, however Genkai allows 14 year old kids compete in Life or Death matches with train killers to see who would take over her mantle. She ven stood by as the Demon Rando was about to kill Yuske as she said whoever wins gets her training, evil or not. she is very cold and calculating person at times.

@cadencev2: Your points are very awesome and those are amazing scans, I agree Genkai can be pretty calculating and intelligently conniving however Roshi has his fair share of coldness, unpredictability and cleverly maniacal shenanigans. Now in full depth as shown along with the scans in its entirety you can see the training sessions that test the very nature of one`s survival instincts and well being. I too stand by my opinion, I believe Roshi to be the pusher while Genkai more so serves as an enforcer however their methods do not really differ one is unpredictably dangerous and cut throat while the other is manipulatively and cunningly cold.

Roshi has Krillin and Goku pushes to their absolute limits in the most deceivingly and sugar coated way in which he even has a stone thrown in the middle of the jungle purposely and the jungle is filled with wild animals that almost kill Krillin also Goku had many problems as while in this jungle and he could of gotten killed as well. Also during the time of training while in the session of looking for the stone both Krillin and Goku become more brutally and less concerned when in a competitive mind state in which they pull off cheap and downgrading tactics on one another to retrieve the stone also during the first segment of their training, Roshi has Krillin and Goku purposely frightened as a way to belittle them in his own kind of way as he also pushes them beyond their limits and what they know in regards to the world that encompasses them.

Roshi wakes Krillin and Goku up 4:00 am in the morning just to begin training and these are young kids as well and he has them carry heavy boxes of milk as they also collect empty bottles and he planned to have this as a regular routine for 8 months also he put them both in danger when a dinosaur came along and try to eat them.

Also Roshi has Goku and Krillin dig up an entire field with their bare hands and although he gives them rest as well as food he still has them pushed the next day even more so to test them more so than benefit. He has them push a huge rock with their hands and he purposely also hits a bee hive to have them stung after all of the training they have endured through these are little kids not hardened teenagers who put themselves in certain types of dangers during the earlier courses of their life.
Roshi has Goku and Krillin swim in a lake that has a huge and deadly shark he also has them do this training exercise 10 times which means they had to swim in the same lake 10 times with the shark which could of ate and killed them also Roshi clearly did know there was a shark he was playing stupid the whole time like he does most of the training sessions there is a sense of unpredictability and carelessness. Roshi stood there as if nothing was happening and he waited for the results to come in even if they were not to survive. This also took place after they moved the giant rock which took quite the toll on both Krillin and Goku who are very young kids also they had to swim which requires the movement of the arms and the mechanics involving the muscles.

Also Roshi doesn`t merely utilize his speed to overcome his opponents he also uses his patience, skill and perception to overcome that of his opponents` abilities and unique advantages, Tien who has a Third Eye which gives him further sight is unable to detect and intercept Roshi`s after image technique this further proves the point and idea that Genkai wouldn`t have the speed or element of surprise advantage Roshi would be at the top of his A game when he goes up against Genkai and his techniques will help him pull off a win due to the fact that Genkai wouldn`t have an exact or protective counter for them, Roshi on the other hand has Telepathy and has enough speed as well as raw power to contend or surpass Genkai in the many categories he might look or seem to be lacking, Roshi would turn his strengths into his weaknesses and through his skill, experience, speed, power and strength he would be granted a honorable win against Genkai but Genkai would push him beyond his limits.
I too have no more feats for Roshi, I`m ready for votes.

I didn't get into dragon ball until Goku was grown. by that time Roshi was into women not fighting. I have never seen Roshi do a blast or a kick.

Wow what an awesome debate! This was quite a read needless to say. Both Cadence and neon made incredibly comprehensive points and analysis of why their characters would win over their opponents. It's almost too tough to call, both in terms of debating skills and how closely matched these characters are. However, the person who I feel made the most coherent points in this debate was @neongamewave: so I'll give my vote to him by a whisker. Great job to the both of you!

@neongamewave: @cadencev2: Roshi is fast but i'm sure Genkai can keep up, Cadence gets the edge but i think Roshi can end it with kamehameha, it could go either way.
