    The Hawkman chairs the first official meeting of the All-Star Squadron. The Hawkgirl questions the Justice Society of America's members' decision to enlist in the armed forces. The Hawkman points out that the Batman, the Flash, the Spectre and Superman have not enlisted, and are all still available for membership in the All-Star Squadron. Robotman adds Wonder Woman's name to that roster. The Shining Knight adds the names of his compatriots in the Seven Soldiers of Victory. Robotman also mentions the availability of Air Wave, the Doll Man, the Manhunter, Mister America, Mister Terrific, Plastic Man, Wildcat, T.N.T and Dan, the Dyna-Mite.

    Commander Steel is astonished at the number of mystery men who have debuted, in the two years he was held as a prisoner of war. Liberty Belle speaks to the necessity of the All-Star Squadron. The All-Star Squadron vote on a new chairman. Liberty Belle is elected chairman of the All-Star Squadron. The Shining Knight resigns from the All-Star Sqaudron, to serve as the personal bodyguard to Great Britian's Prime Minister, Winston Churchill. Liberty Belle adjourns the meeting. The Firebrand, the Hawkgirl, the Hawkman, Johnny Quick, and Liberty Belle journey to San Francisco. The Firebrand voices her intense hatred for the Japanese.

    The Hawkgirl, and the Hawkman, depart under their own power, to spend one last romantic weekend together, before the Hawkman resumes his service with the Army Air Corps. Johnny Quick, and Liberty Belle, attempt to reason against the Firebrand's blind hatred of the Japanese. Commander Steel calls on his ex-girlfriend, Gloria Giles. Commander Steel inquires about Giles father, Gilbert. Commander Steel is crestfallen to learn that Gilbert has passed away. Giles blames Commander Steel for contributing to her father's demise. Commander Steel is about to reveal his secret identity to Giles, when her husband, Brad Farley, walks in.

    Farley comforts Giles, and asks Commander Steel to leave. Commander Steel lies to Giles, stating that his civilian identity, Hank Heywood, her ex-finace, has also perished. Giles orders Commander Steel to leave her home. Robotman calls on his friend, Chuck Grayson. Robotman smashes his way into Grayson laboratory, to find Grayson, and Joan Carter, unconscious. Robotman destroys the electrical generator threatening Grayson, and Carter. Grayson revives. Robotman places Carter's unconscious form in another room. Robotman catches up with Grayson, while aiding in restoring the laboratory. In his civilian disguise, as "Paul Dennis", Robotman is served legal papers.

    Robotman attacks Sam Slattery, the lawyer attempting to get Robotman declared a menace, and destroyed. Churcill arrives in London, just as the Luftwaffe is beginning it's nightly bombing run. The Shining Knight joins the Royal Air Force in repelling the Luftwaffe. Johnny Quick carries the Firebrand, and Liberty Belle, to a military hospital. The Firebrand is reunited with her brother, Rod Reilly, who was wounded during the Japanese attack on Pearl Harbor. Reilly is surprised that his sister adopted his costumed identity. Reilly is even more astonished that she actually has super-powers.

    Reilly reveals that were it not for a Japanese-American soldier, Ken Hosokawa, sacrificing his life for Reilly's, Reilly would not have survived the attack on Pearl Harbor. The Firebrand's all-encompassing hatred of the Japanese evaporates, as she realizes how misguided her feelings were. The Firebrand, Johnny Quick, and LIberty Belle perform for the wounded soldiers. The Atom, as Private Al Pratt, keeps his rendezvous with his girlfriend, Mary James, at the Jefferson Memorial.
