Yeah, as said above before all the JvE got involved, the Phoenix Five's powers weren't lost, just... broken. Like a person who lost their dominant hand having to relearn how to write, they have to relearn how to use their powers. Emma still has her telepathy, just as always, but hasn't the faintest idea how to use it, beyond brute forcing it with raw emotion or using others to channel it back the way it used to be.
Cyclops and Magneto are the same way: Cyclops has never been able to turn off his eyebeams, but he's always had some control over how much energy came out. Hence why he used to took off his visor when going full power: Him channeling as much power as he could would blast it off, as happened frequently recently, resulting in his new cowl/visor combo. Now that control is lost, but he's learning new ways to use his beams.
Magneto, same deal. Occasionally he can get the electromagnetic waves working right again, most of the time, not so much. And onto Colossus, whose lost control of his metal transformation.
Their powers aren't gone, or weakened, just broken. But not beyond repair.
