A Great Explanation of how Civil War Begins 0
The opening story in here, Illuminati, is an amazing story of hubris and what happens when Super Heroes think a little like Magneto. The rest of the trade collects the stories that lead directly into the Superhuman Registration Act. In other words, the Marvel universe took a little from Watchmen and The Incredibles and kinda stopped the lampshading.
