What is the difference?

The Technarchy are a techno-organic alien race capable of shapeshifting. They infect other beings with a techno-organic virus before consuming them for sustenance. Warlock and his father the Magus are members of this race. Phalanx is when a species is infected with the techno-organic virus but not immediately consumed by a Technarch. The phalanx will spread infecting other beings and then will instinctively form a spire when they reach a great enough number and summon the Technarchy to consume them.

Yes, the Technarchy are a race that infect other beings with the techno-organic virus and the Phalanx  are other species infected with the techno-organic virus. Basically the Phalanx are what the Technarchy eat.
