Who does Raiden face that outclasses him?

We are talking about metal gear rising Raiden.

Who did Raiden face that outclassed him through weapons, armor etc.

If any of them outclassed him explain.

• Mistral
• Monsoon
• Sundowner
• Jetstream Sam

You can include enemies that are not bosses but I doubt any of them come close to him in power. I didn't include Senator since he is clearly stronger.

Raiden is super powerful but his stats make me think he outclasses all of them.

Sam was stronger and seemingly faster, especially with his rifle sheath. Monsoon had his whole separating ability which was a big advantage, and Mistral was probably faster, and Sundowner was probably stronger. And let's not forget the fact that Raiden has appeared in more games than just Revengeance. He was MAJORLY outclassed by pretty much everybody in MGS2, and he was outclassed by Vamp in MGS4 and had to resort to outsmarting him to win.

Only Sam was physically on par with Raiden where they were even stated as equal in every way and the deciding factor will be their will power which was stated during a Codec Call by Doktor or Kev as I remember, but a prime example of Raiden being physically outclassed would be against Solidus

Sam. He outright stomped Raiden in their first fight proving to be much more skilled.

Sam seemed decently more skilled and arguably a bit faster than Raiden.
