I've always been very fascinated with the history of The Fire Nation.

That's not really a this or that answer to me, but I'll say the Earth Kingdom strictly because it's so much more versatile geogrpahically and population wise.

Fire Nation.

Isn't the Earth Kingdom multicultural?

That's pretty much why it's more interesting to me. You don't just have Ba Sing Se. Geographically alone, there's the Si Wong Dessert, Omashu, the Foggy Swamp, and so on. It is also the Nation where refugees from all over the world made a living, and had the foremost political evolution with the establishment of the United Republic. In fairness, there are Fire Nation tribes living in remote islands, but they are few, and to a degree they all fall under the monarchy's rules, unlike with the Earth Kingdom's case.
