Some say he was genuinely bad. That he only joined the minutemen to hurt people, not help people. They believe he is a sadist and sociopath at heart, and only used his sick view of society as a justification for his actions.
However, others say that he acts this way because he views that the world is a sick joke. That he hates society so much, that he becomes a parody of it. The worse society gets, the worse he gets.
