Ra's is probably the most honorable and the most deadly villain ever introduced in Arrow. Unfortunately for him, his arrogance was his downfall.
This will be a RT on the shorter side due to his limited feats.
H2h Combat
It is unknown how long Ra's has been alive for and how long he has been the leader of the League of Assassins. We know that he was the leader of the League in the 50's due to ep 1x9 of Legends of Tomorrow. But we have evidence that Ra's has been alive for a way longer time than that. Ra's states in arrow 3x15 that he met an illusionist in Vienna in 1854. That happened when Ra's was already a grown man. We know therefore that Ra's was born way before 1854. This means that Ra's has at least 160 years of experience, as we know that he started killing people at the age of 11.
Ra's longevity and League training has made him the most skilled and the most deadly assassin in the world.
Ra's is not only the leader of the League, both also a teacher. Ra's is seen giving some assassins instructions on how to improve their swordsmanship while he shows Oliver around Nanda Parbat.
Only the student can defeat the master
We get a peek of his abilities in a training session against some ninjas. Ra's is able to effortlessly cut down 8 ninjas, killing them all without breaking a sweat.
We get a true look at his abilities in his fight to the death against Oliver. Ra's doesn't just win the fight, he makes an absolute fool of Oliver, without any effort what so ever. Brief breakdown of the fight:
Ra's starts the fight unarmed, while Oliver starts with dual swords. The fight starts off with Ra's delivering a punch to Oliver's throat, it happens so quickly that Oliver doesn't have time to react to the incoming punch. Ra's then easily dances around Oliver's attacks and disarms him of one of his swords. After some brief sword fighting and trading of strikes, Ra's lands a kick on Oliver sending him to the ground. As Oliver tries to recover, he is quickly kicked to the ground, again. Oliver then tries to attack Ra's rapidly, but Ra's is easily able to fend him off and cutting his arm. Ra's then easily blocks all of Oliver's incoming hits, even with one arm on his back. Ra's then lands a couple of hits on Oliver and forces him out towards the ledge of the cliff. Oliver then successfully lands a couple of hits, before Ra's counters, punches of Oliver in the throat, slices his side, stabbing him through the torso and then kicking him of the cliff. Bye bye Mr. Queen, you survived longer than most.
A display of how easily Ra's could dance around Oliver in the fight. Oliver legitimately had a tougher time tagging Ra's than he did the Flash. No, I'm not comparing Ra's to a speedster, but damn the man was quick.
Ra's has another great display of swordsmanship where he trains Al sah-him. This is a much more experienced Oliver, but he still gets his ass handed to him by Ra's.
Ra's al Ghul's last fight scene is Arrow is his season finale fight Oliver. Ra's arrogance leads to his downfall in this fight. It is also quite possible that Ra's wanted to lose the fight in order to have Oliver take his place. No matter how you choose to view the fight, the fact still remains that Ra's proved himself Oliver's superior even in his downfall. @foxerdeshas written a detailed breakdown of the final fight, where he also comes to the conclusion that Ra's is the superior fighter.
Ra's is stated by fight choreographer James Bamford, to be the one true master introduced in Arrow. Ra's fighting style revolves around no wasted motion.
Lastly, you know the dude is no joke when he has Malcolm Merlyn, scared shitless, on his knees, begging. Merlyn has flat out admitted that he knows that he can't defeat Ra's and that he didn't dare cross him.

Ra's was through his League training and his access to the Lazarus pit, in peak human physical condition even if he is hundreds of years old.
