The Samaritan's flight speed certainly seems to be on a Par with Superman.  He can fly halfway around the world in 6 seconds (which may actually be faster than Supes).  The is hard to say though.  I don't remember any mega feats of strenght.  But that web thing of his was enough to hold back a tidal wave.

light travels at 186,000 miles per second, the earth is 25,000 miles around....

25000/186000= 0.1344 seconds... 7.5 times around the Earth in a second. Superman has moved light speed.

What are the Samaritan's best speed, strength and durability feats?

Firstly, why would being on Earth make a difference?

Secondly, what suggests he can't use his full speed on Earth?

Blue har wins just because it’s blue hair and I used to have blue hair. But aside from that it might be even except if blue hair is able to transport supes to another dimension without a yellow sun which we have seen him do , blue hairs powers r infinite if seems except that his human body does seem to get tired but that was after who knows how long he only gets to rest for minutes at a time, his mind seems to be the only thing that really gets tired on him not his body because his powers never seem to weaken
