Solar, Man of the Atom vs Earth 616 and New Earth

The strongest version of Solar, Man of the Atom vs All of Earth 616 and DC's New Earth. How far does Solar get until he is defeated? Or does he beat them all up to One Above all and Presence?

Round 1: No almighty objects like IG or any ones that DC has.

Round 2: They do have almighty objects but nothing equal to or above hotu

Round 3: Pre Crisis charecters and Pre Retcon charecters like beyonder, molecule man and dr. strange.

@ThunderGodsWrath: For once i'm not to sure about that. Solar defeated a being who was god in their own dimension/universe. Sort of like how he controls the Crimson Cosmos. Solar goes in and it would be a stalemate.

Round 1 : The Spectre, Sise-Neg, Alien Entity, Living Tribunal (because he's omnipresent in all universes), Mad Jim Jaspers, The Fury, Amatsu-Mikaboshi, Chaos War Hercules,... any one of those can win solo.

Round 2 : anyone with Infinity Gauntlet, and the above characters.

Round 3 : Pre Retcon Molecule Man, Pre Retcon Beyonder, Classic Doctor Strange may have a chance. and add the above characters.

Solar.

He can control entire multiverse.
