Typical old school Marvel team-up set up.
Creeper is prowling the city on the lookout for some criminals he's been trying to catch.
At the same time, Prowler is creeping around, looking for the same gang. The two heroes catch sight of each other but (since they're both a little obscure) each thinks the other is a criminal.
Fight takes place in a Manhattan location with lots of tall buildings and begins on a 30th story rooftop. The two begins about 10 yards apart. It's night but there's good illumination from a full moon. Normal morals are on and victory comes from capturing or incapacitating the other.
Creeper is the pre-Crisis version with enhanced strength and agility and a healing factor. He doesn't carry any weapons. He has the power (tech based) to change from creeper costume to Jack Ryder at will. He does not have any of the demonic nature or powers of the more recent version.
Prowler is Hobie Brown who has no superpowers but has studied martial arts with his brother Abe Brown. He is wearing his costume which has: glider cape, hydraulic boots, and gauntlet blasters. The blasters use concussive air blasts or can launch: sleeping gas pellets,smoke pellets, flares, or a graplinig hook and line.
