No, he's just always been mediocre. Metamorpho has better stuff to use on a offensive basis.

I believe the quote goes something like this:

"Plastic Man survived for 3,000 years as little more than crumbs scattered across the Atlantic. If that doesn't give you an idea of the level of power he hides behind that smile of his, then you're brain-dead."

Not really, he is still effectively disabled, he's just not dead. Besides, ice can incap Plastic Man fairly easily, and I think Metamorpho can produce ice by turning into liquid helium
