I think it is because she was created to be a powerful hero, and was given a great power set. She had an amazing run during her first few arcs as an Avenger and in some ways is more impressive than some of their mainstays. It's too bad current writers don't do much with her. She's one of the few that even has good showings when she comes out from limbo.
And I think Photon would be able to neutralize Alison pretty easily; she could dodge with lightspeed and then turn to electricity to shock Alison, who has normal durability, while any lasers Ali uses pass right through her. Especially with no morals.

This doesn't seem to cause them issues writing Thor, Iron Man and occasionally Vision and Scarlet Witch. It seemed as if she is moreso a victim of a creative team switch versus author difficulty.

Heh, that would annoy me since she's avoided that so far. There are quite a few other characters that need to intern as jobbers for a few story arcs IMHO, though.
