He is not on normal Thors level, not to talk of rune king. Current loki has done nothing on the level of the real one, in agent of asgard he used gadgets and magical artifacts to reduce his use of spells (apparently each spell he uses has a cost on his soul or something). The misconception that he is as strong as RKT is because he managed to annoyed the ones who sit above in the shadows by telling them a story, asking them a question about something they didn't want to consider. He is not on their/RKT level
@del_torro: I just finished reading agent of Asgard,and you are wrong somehow, the spell he uses only caused him his soul before he became the god of stories,after that,he was vastly more powerful than old king Loki,he also took away old Loki staff with a word(like reality warping" took the stories of all Asgard gods,Odin,Freya,hela etc,he then went on an avoid the destruction of the multiverse,so,he even seems to know everything,like the surfer being alive, as for TWSAIS. He defeated them, they even blasted him to no effects,and he scared them off.
@goldchamp101: oh yes,he is above normal Thor,but,so is this Loki. god of stories Loki is the moon god,he records all stories,and can make his own, he could write darkseid to be a wimpy old man.
