Toji blitzes his head off, or judgement chain gg.

Whoever acts faster.

Toji slams pretty easily

Comes down to speed. Toji is stronger and more tanky. But Kurapika is more skilled and haxxed.

His chain Jail might be useless against someone with heavenly restrictions like Toji but Judgement chain should still be more than capable of oneshotting Toji.

So it comes down to who lands the killing blow first

Kurapika

If we hold Toji to Mach 3 scaling then Kurapika wins. If not then Toji should have scaling to Hakari dodging lightning from Kashimo, thus he would blitz

Kurapika just gives Toji the Uvogin treatment.

said royal guard then had to compress he muscles to the max to reach 2.5x her usual top speed to cross like 400 meters in a second

Kurapika could blitz Uvogin who catched a bullet with his teeth (extremely thin area) in point blank range, which requires hypersonic reaction speed. Kurapika could scale at hypersonic+ or high-hypersonic depending on how you see his blitz feats.

In stats and versatility, there's no question that Kurapika has the advantage, especially with Emperor Time. He exchanges hits with Uvo who's physically the strongest of the Spiders, and instantly heal himself with the chain.

Toji could be easily restrained if Chain Jail proved to be sufficient in containing Uvo. Judgement Chain isn't necessary.
