There is a time limit to defeat him. Fight him for 30 minutes at most.  
BFR can not be used. The PIS CAN NOT require BFR.  
Juggernaut is not allowed to harm the contenders. He is allowed to move around and talk trash. He is also allowed to restrain them somehow, but not to harm them.
If Juggernaut is still alive after the 30 minute mark, Juggernaut wins and that character looses. 
 
 
Try to find it in your best knowledge, how some of these characters might be able to find a way to defeat the Juggernaut without BFR

Not if he has the Ultimate Nullifier. Unless that would be considered  PIS

Strong Guy - High Evolutionary upgrades Guido's abilities to the point that he's able to absorb all the potential energy around him and convert it to kinetic energy around him which he can use to no upper limit. 

Prime - Superman Prime? Couldn't he just rip him in half?

Gladiator - FC Gladiator throws him into a star.

Rhino - Rhino becomes the avatar of Chthon and he rapes Juggs. 

Metalhead - Transform into an infinitely sharp metal that allows him to shred Juggy to bits.

Blob - High Evolutionary upgrades Blob's abilities endowing him with massive gravity allocation abilities. He jumps on Juggy and uses his his abilities to crush him to death.

Abomination - His power evolve to the point of Hulks. Allowing him to gain strength as he gets angrier. He beats Juggy to death.

Rockslide - He breaks himself down into granite particles and infiltrates Juggy's body. Once inside he reforms himself and kills him Juggy in the process.

Gambit - Apocalypse makes him Death again. Death Gambit secretes a toxin specially designed to kill Juggs. 

Bullseye - Attacks him with a magical ranged weapon designed by Phastos to kill Juggs

Hawkeye - Heh, I could see him taking the same course of action.

Wolverine (Adamantium) - He takes the Muramasa blade and hacks Juggs to pieces.

Silver Samurai - He obtains the Ebony Blade through unknown means. He then proceeds to drain him of his magical abilities and kill him.

Omega Red - He absorbs the life from Juggy and becomes the new avatar. 

Sabretooth - He could do the same thing as Wolvie.

Galactus - He vaporizes Juggernaut. 

Oblivion - He calls up Death and gets her to do him a solid.

Eternity - He unmakes Juggernaut. 

Cyttorak - He relocates into the Hulk and crushes Cain Marko.

Proteus - He unmakes Juggernaut.....again. (See above)

Mad Jim Jasper - He turns him into a cookie and eats him.

Quicksilver - He gets a power upgrade from the Terrigen Mists that allows him to run at FTL speeds. He vibrates Juggernaut until he displaces his atoms to the point of no return.

Cannonball - High Evolutionary gives him an upgrade in power and he splits Juggernaut in half.

Flash - Does the same as Quicksilver. 

Runner - Does the same as Flash.

Zoom - Does the same as Runner.

Gladiator- Kallark flies and punches him, sees that juggernaut never felt it. Get's scared and Juggernaut pimp slaps him out of consiousness 
Mad Jim Jaspers- he runs up and punches his face before he can begin warping reality. 

Classic Juggernaut would take any of these guys except for the reality and matter manipulators here including superman prime.

I guess every one in the list prays to Eternity to send Juggernaut into the Outer Void... Eventhough this had happened before, it doesn't really say they can harm him and he will just be trapped there temporarily.

With PIS anybody could do it , hence why its called Plot induced STUPIDITY. Hell Aunt may could neck some of the sentry formula and super solider serum and give Juggs a beat down.

PIS is a Plot device. A Plan to defeat an enemy that one shouldn't be able to under normal circumstances just for the sake of the plot. WIS is a writer who messes up in plot continuity due to his lack of knowledge of the characters or plot he's writing for. CIS is a character's in character personality and action that he normally does to induce himself to either failure or succession.

Yep, like for example when Black-Suited Spider-Man beat Firelord. That was PIS and possible WIS as well. I was a great comic book n' all regardless but Captain America even knows that Spidey was unable to beat Firelord. It was all for the sake of the plot. It did actually make it a good CB and helped the storyline in many ways but was it accurate? No way. It was used to enforce the whole situation in the setting and (in a way) to over-extenuate the black suit's influence Though I must say... (just my opinion) Firelord is a pretty dumb character anyway so I didn't really care. CIS is like what happens to most old cartoon show semi-villains like Tom the Cat, Dick Darstardly, Wily Coyote, etc.
