Use actual feats, scaling, and logic and Hiei wins. Use hyperbolic and unbacked claims and.. Hiei still wins. Pretty much everyone who argues naruto from what i've seen uses those hyperbolic and unbacked claims.

Hiei can pull of a win, if scaling counts. Hiei is cutting up and burning a demon who was immune to both cutting and burning. Plus he can body 500 A-class demons. A-class is pretty much a hokage level opponent in Yu Yu Hakosho.

Hiei blitzes and slices his head of, Base momoshiki is fodder and only relevant when he uses jutsu his stats are crap and only comparable to a regular non taijutsu Kage.

Momoshiki is decent if he has enough range to shoot out magical Wizard beams.
