What level of power does Raven have that is beyond any Phoenix? Celeste as Phoenix can freeze time. Raven can manipulate time?

what is Raven gonna do? Make her feel emotions? Attacking the Phoenix by making it feel bad is a one way ticket to a rogue Phoenix manifestation, that means a Dark Phoenix will be born.
