I don't know if his potential would be the same out of Earth X, but if so, he needs a higher spot.

It wouldn't because if Earth X Absorbing man was 616 Absorbing man, than nobody in Marvel could stop him other than Vision

Impossible. He was too big, too powerful. They won't let him reach that level. That would be like Punisher killing Marvel being Cannon.
