Franklin is the son of Reed Richards and Sue Storm, also known as Mr. Fantastic and Invisible Woman of the Fantastic Four. Franklin is an Omega-level mutant with reality-warping abilities; even at a young age he is one of the most powerful beings in the Universe.

franklin richards (if considered a mutant which, in case of the X-gene i highly doubt) was able to simply re-create a parallel earth as a result of "Onslaught" and therefore, imo is the undisputed one.
The thing (and important diffrence between Frank and Beyonder) is, Franklin as a child, wasn't aware of the powers he had and created everthing how he wanted it to be or out his imagination. Not even Beyonder would have been able to simply erradicate something that needed the permission of the "erradicated" (Frank). Virtually speaking. Frank lived in his own world and was sheltred from everything.

Mad Jim Jaspers through feats alone. Beyonder isn't a mutant... Oh wait. His new mutant form is lacking in feats compared to Pre-retcon Beyonder. In terms of feats and race, Jaspers fills the bills.
