    Cause the first one with a mouth, he woud've look like a power ranger, but this one in the second doesn't.

    I don't get why they just don't give him a full on armored kevlar outfit..similar to Batmans in the current films, or something like how Spider-Mans outfit was, he looks like a fool with cargo pants and a mouth on his costume
     
    I swear, Its like they had a handbook for the first movie titled "How to make GI Joe look as ridiculous as possible"
