San Diablo is a small Spanish-speaking country located in South America. During the early 1960s it was ruled under a dictatorship. The leader was a communist known as the Executioner. A democratic faction still existed in the small country and was often in need of medical supplies. When their shipments were blocked by the communist faction, a group of American doctors and helpers traveled to San Diablo, including Donald Blake.
With help from the democratic faction Thor was able to topple the dictator and his army, thus freeing the country. San Diablo would eventually become a democracy, backed by the United States. Even then some citizens opposed and attempted a revolution. One such person was Ferdinand Lopez, also known as Machete.
