"Washington D.C. was one of the worst attacks this country, and this world, has ever suffered," spoke the Model Citizen. An enigmatic armored hero, his armor designed to evoke the American Flag, though little was known of his identity or his exploits. He was government-sponsored; that much was clear, and he was certainly a gifted public speaker. He was currently addressing the populace of New York City, his red, white, and blue exoskeleton reflecting the sun. He spoke with confidence, instilling hope in those who listened.
"While the mad conqueror was stopped, it was not until a majority of the city, including our beloved Washington Monument, faced destruction. Those who sought to challenge him were unorganized; they had no plan, no teamwork. But that won't happen again. We cannot ever allow such carnage, such devastation to happen again on American soil. Hundreds lost their lives. The city will never be the same again. Do you know what I say, New York?" The crowd watched with bated breath, unsure of this strange new defender's next move. "It's time for a more proactive stance against tyranny. We need better heroes. Paladins. Defenders. Champions," he said, drawing out the last line. This one would be a real killer...
"Champions...of Peace."
His allies stepped from the shadows behind him as patriotic fireworks exploded in the sky above. Arms crossed, shoulders wide, the new "heroes" that this world had been promised stood upon the stage. A few waved, smiling to the crowd. Other members simply glared, waiting for the show to be over. Behind his armored faceplate, the Model Citizen grinned. It would be real killer indeed...

This is a "secretly evil" team that is open for all to join. We have government support (nanobot infected workers), and the public loves us. The team is openly "good", though covertly "bad." If you wish to join, there are three levels of clearance.
The Inner Circle:
To join the Inner Circle you must be Evil. Our objective is complete domination. If you intend to join and participate openly with the so-called "Champions," you'll need to come up with an alternate identity for your character if you've openly done evil things before (Example: Imperator Imperatorum --> Model Citizen). This can be as easy as having an alternate look for your character. The Inner Circle controls all activities of the Dark Champions.
The Elite Force:
This is the main "team" that people will see in action. Members of the Inner Circle can also be in the Main Force. Members of the Main Force should be Evil or Neutral-Leaning Evil. Same rule applies; you should pretend to be good, so have an alternate look or something for your character. The point of this team is to win the trust and adoration of the public so that they are easy to manipulate.
The Regulars:
This group comprises the outermost extent of the Dark Champions. They are unaware that the team is secretly evil, and they can be composed of Blues or Neutrals. They will genuinely believe that they are doing good with this team. No alternate identities are needed to join here. Just be aware...if you find out what this team is really about IC and try to tattle to the public...we will find you.
The Headquarters:
The Champions' Tower, (covertly bought and constructed by Tenth Industries) is a skyscraper located in New York City. The Watchtower built atop the structure is the main headquarters for the team. Team members can take up residence in the tower if they so desire. Security is heavy; if you try to break in, well, sell the defenses.
