Story of the Scarlet Scarcrow!

Its night time in Ghost City, three punks are attacking an old woman. 
Suddenly, a ring of fire forms around the three punks and a man dressed in  
black wearing a red mask covered in stitches appears. That man is the 
Scarlet Scarecrow he pelts the gang with flaming fist, the old woman was 
safe, and the gang was left with burns. 
That was the story of the Scarlet Scarecrow.
