A young hoodlum in New York City got his start working as a message-runner for the mafia. His name was Oswald Roman and he had a knack for remembering things and being deceptive.
Oswald worked his way up the mafia ranks as he grew up in NYC, and he was soon promoted as a bar and nightclub assistant manager (locations that served mafia-members as guests).
Oswald met a beautiful blonde American woman named Elsie with whom he planned to rob a bank. However, when rumors arose that Elsie was going to snitch him to the bank owners who happened to be mafia Elsie but not Oswald was acquainted with, Oswald killed her.
This impressed the underworld, and Oswald's mafia boss promoted him to the rank of Grand Vizier.
After three years of successful bootlegging operations consulting, Oswald was betrayed by his boss who feared his growing power and had him thrown into the raging river. Oswald survived and returned to NYC with new make-up, a new prerogative (to be a costumed and disguised crime ghoul), and a new named --- Penguin.
Penguin traveled to Lake Erie and baptized himself as the new Rumpelstiltskin.
