Levi probably clears under these rules, he has a distinct equipment and skill advantage over most of them and the fight takes place in his element. Morals off lowkey helps them more than it does him as well lmao.

Levi having a skill advantage is more than iffy considering he has no impressive swordsmanship skills comparable to anyone here. Moving fast and spinning to cut larger and slower targets thanks to help from your gear doesn't translate to pure swordsmanship. And no one in his verse displayed anything these guys couldn't replicate sword skill-wise. And the area doesn't help him at all either, considering they've dealt with opponents far more lethal than him + the fact that he will struggle harder to do anything of worth against them due to speed being equalized, while a majority of them won't have an issue with his maneuverability.
Equalizing speed also does more harm than good for Levi here. Since he will have to heavily rely on his not-so-great sword skills to pass, instead of cheesing it with superior speed like he would usually do against the slower and less skilled characters of his verse.
On topic, with speed equalized, he stops at 5 but beats Giyu.
How does he beat Giyu exactly? Actually how does he even pass Tengen?

His ODM gear makes him much more mobile than the Hashira, and the environment helps too.
Speed was the main reason his mobility was even useful against the less skilled and slower enemies he fought in his verse. Equalizing it here removes his ability of being able to move in a fast and unpredictable manner to avoid getting tagged, and forces Levi to attempt winning via sheer skill in CQC. The environment also won't do much to prevent them from reacting to him and blocking any attack attempt once he gets close. And as shown above Tengen won't struggle much with his mobility or physicals. So Levi passing him and getting to Muichiro isn't very likely.
Levi's swordsmanship skills are underrated.

None of the above is swordsmanship skills. Deflecting gunfire is more thanks to reaction speed & reflexes. Which won't matter for either side here due to every form of speed being equalized. The second is him striking randomly at high speeds to hurt/cut out a defenseless Zeke.
