I know this isn't very specific, but in their early days they fought Spider-Man pretty well (this was the 60s), and also against Daredevil. Which Kingpin was also able to do, which is why I put them together.

In recent years I don't have any doubt that Kingpin has way more, and more consistent, feats, but if we compare their early days, I'm not sure they're that different.

Basically Fancy Dan is a martial artist and fairly fast, Montana uses a rope to entangle, and Ox is pretty strong but dumb--according to all handbook sources I've ever seen, his strength is still at human levels, although he has had clearly superhuman strength feats, like tearing up fire hydrants.

@owie: I would think Kingpin has a good chance here. Unlike their other opponents, he will kill them if he is given the opportunity, and he's almost always armed with one weapon or another.

Based on classic feats, I'll go with Kingpin. Spider-Man struggled with him more consistently while it seemed Peter got more or less used to The Enforcers after their first appearance.
