hmm..Illyana has time manipulating powers of her own. Eva has way more feats of time freeze though
Magik was able to make the x-men function in Eva's time bubble. However, Eva was able to affect Magik during their training. I guess you could call it 1-1.
When it comes to the bfr battle Magik has this over Eva. Eva can go anywhere in time while Magik can go anywhere period. (time, different realities, dimensions, anywhere in space..she can even go outside existence itself and outside time)
X-men black sun: Magik reminds Kitty that Limbo transcends all realities and interfaces with all planes of existence, that from Limbo, you can access all of time and space. She adds that if the N’Garai can conquer Limbo, then the whole of creation itself is at their mercy.
She was able to find Legion outside existence itself.
In a game of cat and mouse, Magik would win.
combine this with Magik's other endless abilities and advantages (magic, demonic armies, experience, combat davy and all around deviousness) Illyana has way more advantages in this fight.
