It would be a tough fight, yes, but I see him winning solidly.

He vastly outstats both Bishop and Manta. Manta's only chance is using his bladed weapons but I don't see why that would work any better against Dragon than it does against Aquaman.

Dragon would be fire and knife proof, unless the blade is special or used by someone with super strength.
