Batwoman has her standard gear from before her DEO upgrade--meaning her suit is not so super-bullet-proof, no alien tracker thing, no taser glove, etc. But she does still have batarangs, thermite and tear-gas grenades, etc.

Hit Girl has two katanas, 10 throwing stars, and 2 pistols (1 clip of bullets each).

They start 50' apart in a library.

Win by any means. Morals off (not sure if that matters much in this case!).

Who wins and why?

I still think batwoman should win. Is she a bullet timer?

Stalemate, they both die.

No DEO gear Batwoman has almost no feats besides having the upper hand against Babs and taking out some random mooks/featless characters like Alice... hmmm... I'd probably go with Mindy on this honestly. Obviously DEO Kate stomps face pretty savagely.
