The Reach are in the War World looking for the crystal key. Various squads of Reach troopers are chasing down Arsenal and other young heroes to try to prevent an intervention. Luthor sends the runaways (Virgil, Asami, Tye and Eduardo) to rescue the Team. During all of this, the Ambassador has to deal with G. Gordon Godfrey exposing the fact that the Reach has weaponized ships hidden in Earth's oceans and that they continue to hide secrets from the public.
