As always the first issue is all about the set up. Except, in this issue, not very much is set up. This is more a book of conversations to catch the reader up with what has been hapenning since last issue. Really, there is nothing much going on by way of the plot in this issue, except for the ninja still being on the prowl for Ampersand. Granted this doesn't make this book a failure.
