@Dex: Hell yes, X-Cutioner! My only fear is that he's going to come off as another tongue-in-cheek Deadpool or Fantomex bad guy.
I'd maybe add Emplate, but his brief arc just rocked. Oh, and Proteus, who also just had a brief, rocking arc. Because Legacy is awesome :)
In seriousness, I just went through the wikipedia list of X-Villains, and we've seen representatives from just about every group recently. I always wish they hadn't killed Siena Blaze, but otherwise I hope they find some decent new foes as well.

Oh you're right I forgot completely about that. Oh, please let it be a great come back, and not one they even forget about him was coming back, or even worse, creating a stupid reason for his come back, like making him wanting to join the X-Men or something. =S
@oldgum: Arcade, rest assured, is still ever the regular "nuisance" to say the least, to the likes of X-Verse and Fantastic Four of current. But saying this as Arcade is like one of my favorite Marvel Villains ( X-Universe, Fantastic Four, and Spider-Man's), can never get enough of him, white jacket, spotted bowtie, big maniacal laughing smile, add in a few killer giant mechanical spinning tops, for good measure!
As of late, my favorites have gotten a good amount of use.
1) Stryfe is my favorite but I wouldn't like him showing up twice a year.
2) Dark Beast gets the "most improved" award in recent years. Mike Carey and Paul Cornell deserves all the credit. I'd love if Carey used him at least once more before his run finishes (Which hopefully isn't anytime soon). Again, i wouldn't want him showing up every week. That guarantees to dillute and convolute the character.
3) Cameron Hodge has a nice little run thanks to Kyle & Yost. And given his immortality I'd bet he's the first of Bastion's fallen cabal to return.
4) Holocaust needs to be put into the forefront again and Remender looks to be doing that.
5) Shinobi Shaw often gets the shaft because of his father but hopefully he's one of the supposed necrosha escapees.
If I had to pick one that gets no use and deserves even a minor part, I'd pick Sugar Man.
