best cartoon ever i think 

I remember seeing him as a kid & I didn't know who he was back then... but I didn't know as much about comics then.

But even now, when I know more about comics... I still do't have a clue who he is.  But he seems to be wearing the Italian flag?  Is that a clue to his identity or was he just a really bad design for the cartoon??
