Well, upon seeing that Cyclops is giving the will to Storm in Uncanny X-men #31, can we already say that the X-men is united and Storm is the overall leader?

The X-Men are a superhero team of mutants founded by Professor Charles Xavier. They are dedicated to helping fellow mutants and sworn to protect a world that fears and hates them.
Is X-men now united & Storm is overall X-men leader?
I hate to try and answer this way but.... who knows, we have to wait and see. Which seems to be all we do lately since nothing really happens and then months of build up get erased by time-travel, so i dont blame the OP for trying to make sense of everything quickly. But the reality we dont really know what is going on right now
Storm has been the leader of the X-Men since she officially rejoined them and started helping to run the school in Jason Aaron's "Wolverine and the X-Men."
And they've been more or less united for a while. There are a few people pretending to be edgy while cooped up in a bunker in Canada, but that only includes 4 X-Men and some nameless new mutants no one cares about. And of those 4 actual X-Men, three are pretty much cool with everyone else that isn't hiding in a bunker.
So I mean...the X-Men have been pretty much together for a while now.
What needs to happen from this point is the hiring of a head writer that is actually interested in the X-Men and will actually put in the time to write stories about the X-Men problem-solving and having adventures.
It only seems like the majority of the X-Men aren't together because the current head X-writer doesn't care much for writing the X-Men team and consequently, we never see the X-Men doing anything. Luckily, that guy is leaving.
In my opinion it will not change nothing, because time will end in May.
Or better still it is already happened everything: Uncanny X-Men is months behind all other Marvel books. So every change in the organization of the X-Men that had to happen, is already happened in the others x-titles.
