The younger Jean may achieve her full potential earlier than the original adult Jean, but surpassing her power-wise wouldn't make any sense as they are the same person.

The Shi'ar shouldn't have psychics who can predict futures on other worlds although their prophecies can be a nuisance, especially the ones that can come out of nowhere, haha. I'm am reading the ANXM with one eye closed (like that'll help when something annoying comes up).

They are the same Jean so it shouldn't even be possible as stated above. Young Jean just doesn't have the training and restraint of adult Jean so the rate at which her powers are growing is actually being shown. The end result should be the same, but young Jean seems reluctant to embrace her full power because of the Phoenix Force. Adult Jeans progression to Phoenix was natural and part of her starting to fully embrace what she really was. Technically young Jean shouldn't become as powerful as adult Jean because she doesn't seem to want to be Phoenix, something her adult self also went through and eventually came to terms with.
