I disagree with your premise (I'd do Storm, Mystique, Shadowcat), but your list is pretty good. I mostly only disagree by way of order:
I think X-23 loses out to older (and larger but possibly less vocal) fanbases generally. I know Polaris is older than Domino but there are a lot of X-Force fans out there, and X-Factor has become defined more by Banshee, M, and Layla Miller.

Here would be my lists.
1. Shadowcat, I think always be the fourth favourite X-Lady, she has loads of fans and I don't think many people dislike her.
2. Psylocke. I think one of most popular females, she was voted as the most popular X-lady, in my add and take a point thread. She has a lot of fans. She still one of the coolest and most dangerous chicks in the X-Men.
3. Emma Frost/ Jubilee. I put these two on the same level. Emma has become more popular than Jubilee over the last 10 years, but she hasn't always be more popular that Jubilee. Jubilee is still one of the best X-ladies. She still a fan favourite.
4. Mystique. The best female villian of the X-Men. I don't think ever come across a person that dislike Mystique.
6. X-23. She been very popular over the last couple of years.
7. Domino. Domino has a lot of fans and she came 3rd or fourth in my add and take a point game, out of the popular females in x-men.
Those are who I think are next 7.

It's very close between Jean and Storm. I just think Jean gets the nod over Storm, cause she has had a stronger a impact on the X-Men comics.

I didn't consider Mystique much because she is more popularly known as a villain, though the thread title didn't indicate that it should be heroes only. But yeah! she's definitely one of the most popular especially on her exposure to x-films.
Any news on Jubilee? Is stuck in limbo or will she be making a return? Would be awesome if she could come back re-powered as some kind of mutant/vampire combo.
@Blood1991: It should do. I didn't exactly hear any plans of the roster changing up, which is a shame, cause that's happening for another title...-_-
