Why would she be Cosmic powered in Axis? She got powered up at the end of Black Vortex (3 months after Axis). If your trying to construct a timeline based on when Havok showed up in Uncanny...you should remember there has been a complete rewrite of the timeline since Axis ened.

I think you're thinking of the new character Singularity that's all universey-looking debuting in A-Force...she kinda looks like Kitty at the end of Black Vortex but I don't think they're one in the same.
