Lets try to get this down to a top 10
1. Xavier- incredible power, incredible skill, one of the oldest and most experienced, has gone toe to toe with most people on list. Has most feats for his powers.
2. Jean Grey- arguably the most powerful telepath in terms of usuable strength, very skilled, trained by Xavier.
3. Emma Frost- Very Powerful, arguably the most skilled, most versatile telepath, highly creative, has beaten more powerful telepaths.
4. Exodus- Extremely Powerful, very experienced.
5. Rachel Grey- Incredible power, skilled, longest range from a telepath, trained and tutored by Xavier/Emma, Xavier's experience downloaded.
6. Nate Grey- Ridiculous levels of power, very little skill, very poor control.
7.Stryfe- Very Powerful, skilled, very manipulative, very intelligent, very little showings
8. Stepford Cuckoo's- Very Powerful, skilled, Psychic Hivemind, trained by Emma Frost, have accessed the minds of more powerful telepaths, can be overwhelmed.
9. Psylocke- Skilled, Powerful, very experienced and very resourceful
10. Cassandra Nova- Ridiculously Powerful, very skilled, purely psychic entity, very vulnerable. Has lost too far weaker psychics.
Exclusions- Sinister is hard to rank since idk if we've seen him actually battle psychically. Cable doesn't have much experience and his powers burn out frequently. Honeslty i can't see Quire beating any of these people on the list because of his own arrogance. and Shadowking is too erratic in his depictions. Monet just isnt powerful or experienced enough to make the list.
Reasoning- Xavier trained Jean and has pretty much beaten everyone, if he had too he could beat Jean(without phoenix), Jean is just far too powerful for Emma to beat, however Exodus is too arrogant to get the job done right with Emma. Rachel was able to essentially eliminate half of Exodus' arsenal in their confrontation...but it was only half. Nate Grey is probably strongest on the list, but Rachel is extremely strong as well...and actually knows how to use her powers. Stryfe is very powerful and smart, but what do we really know about his abilities...and most of the psychics have gotten a lot stronger post 90's while he didn't seem to grow much in his appearances since then. The Cuckoo's are just too unique for most psychics and have never really been outclassed by anyone except Emma (not counting raw power), Psylocke is definetly a powerful just not in the same class as those above her, and not skilled enough to beat alot of them, though she'd give them a run for their money. Cassandra Nova is probably right up there with Nate Grey in terms of power but has lost very badly in all of her confrontations usually do to her need for a body, if the psychic sees her coming they can probably hold their own.
