We have frequently heard of mutants in general and the X-Men by implication being referred to a separate race- "Homo Superior"- as opposed to "Homo Sapiens"( "thinking man" or just plain vanilla humans- personally I dislike the phrase "homo superior" not least due to its Nazi like connotations of "master race"), but at other times Beast and other mutants refer to themselves as being human

So which is it? Are mutants a whole new race such as say Inhumans are -or simply a subdivision or variant form of humanity( much as Caucasian, Oriental and Africans are all different forms of the same human tree)? Is it legal for mutants to vote, serve in the armed forces(of any country not just the US), hold public office?
