It's often debated, but it's pretty much between Circe and Cheetah. I would have to say Cheetah.
The problem with Wonder Woman is different writers have focused on different rivals. Some writers focus on the various villans while others focus on various aspects of mythology. While there has been
some good stories over the years there is a lack of a a consistent archenemy.
It used to be Cheetah, but as DIana's been powered up, it's become Circe.

Well stated. I have to say, however, that while I wouldn't change your selections, trying to limit the Batman and Flash villains to three really shows how much depth their rogues galleries have. So many good names you just have to leave off.
The only possible change I'd make would be to flip Ares with Dr. Psycho, and then only because the Greek pantheon enemies are already represented by Circe. I mean, if you allow doubles on the Greek gods, you'll have the whole pantheon up there.

As for the question, I would say either Cheetah or Circe. All I know is I love the character.
Wonder Woman's nemesis is the status quo.
While no particular man/woman stands in polar opposition to her the way we can claim with Superman or Batman, Wonder Woman is in our world to represent a different idea of how things can work than the reality we actually operate in.
THAT is her nemesis.
It's the Cheetah with Dr Psycho in close second. However these characters have sort've taken the shaft in recent years in favor of Circe.
I have always despised undefined magic. It's lazy writing. In my mind, that leaves Circe out of the running, and places Ares in an "evil mastermind behind an overarching plan, but one who can't take a real hand in things and has to hire minions instead" position.
Dr. Psycho and Dr. Cyber (can we just call her "Cyber?"), combined with Ares make a good operating spread of threatening mayhem. Make the Duke of Deception an alien invader and you're talking probs for Wondie on all kinds of fronts.
An archenemy has to be someone that challenges her ideals and/or has a personal grudge on her. As I said before Wonder Woman enemies have not been developed much outside of comics which they need.

The Golden Age: Baroness Paula Von Gunther on her first couple of years, then Cheetah (Priscilla Rich), and Doctor Psycho...well, OK, there's also Mars (aka Ares), Giganta, Eviless, Doctor Poison, Hypnota, Blue Snowman, Queen Clea...
Silver Age: Angle Man, or Duke of Deception
Bronze Age: Doctor Cyber
Copper Age: Wonder Woman 272 puts it as "It's A Brand-New Start for the Amazing Amazon...Against her Greatest Foe!!" which turned out to be Angle Man, so, Angle Man
Iron Age-End of New Earth: Circe most likely, but there's also just as reccurringly threatening, Cheetah (Barbara Minerva)
