@KainScion: Uhm she wasn't flirting with Green Arrow. Ollie tried to flirt with her and kissed her hand. She let him but thats all there was to it.

Seriously, I have no idea what you would consider flirting.

@a88378438: I don't think its so much of she does not love him, but she cant grasp the idea of a lover, a soulmate. She loves everyone. She was especially close to Steve, but when he wanted to take things further, she just didn't feel like she is ready for something like that.
