    Seriously though I'm pretty sure it's just part of the outfit that Department H gave to him. Part of him taking on the Wolverine identity.

    that is a valid point but wolverine tends to cut a lot of people up. not wearing a mask would just make what identity he is using at the time a serial killer. this way wolverine is killing people and not james/logan/whatever. even total bad asses like wolverine need to do a little pr now and then.
