Emma Frost stated that Wolverine has built up so much psychic scarring from being probed & telepathically worked on so much over so many decades that he's built up some sort of resistance to mind blasts.  Telepaths can still communicate with him.

it's a combination of body language reading and emotional impressions when talks/communicates with animals..
 
aside from that he has level 9 mental blocks by Xavier, mental Implants booby traps implanted by Psi-borg during Weapon X which were never fully removed.
 
he has X-men communication TP training allowing him to direct his thoughts to his psi sensitive team mates.
 
he also has radiated visible emotional psi energy that can be seen by the human eye as well as accidentally emphatically linked with jubilee while being held captive and probed and mentally tortured.
