Watchmen is a twelve-issue comic book limited series created by writer Alan Moore, artist Dave Gibbons, and colorist John Higgins. The grouping of heroes and villains contained in the work are not, in fact, named "The Watchmen", though they were at one point referred to as "Crimebusters". Rorschach, Nite Owl and Dr. Manhattan were the team's primary heroes.

Rorschach is the narrator for a decent part of the book, but not necessarily the main character. I don't know why you didn't put Ozymandius on the list, he was the one that put 90% of the story in motion. That's one of the great things about the book is that it breaks a few traditional rules of comics, like having a main character. It a story about a certain time involving certain characters, each with their own equally complex and sorted life.

You didn't ask who the villain was. You asked who the main character was. He started the story and ended it. Its far too contemporary to say that the main character mustn't be the villain.
In his defense, he may have killed millions, but he potentially saved billions.
He is a parallel to people in real life who make decisions for others:
Millionaires, Presidents, Politicians, Generals.
Hi ethics are indeed questionable, and he's a pompous ass, but his intentions were in part for the betterment of the world.

So while what he did was wrong, in a way it was right. The nuclear war between US and Russia could have killed just as much, if not more.
And as for the OP.... there is no true main character. It doesn't focus on one character in particular during the events of the story. While it is narrated by Rorschach in certain parts, it's not like everything is from his perspective and focused on him. The story basically focuses on everybody without going into an absolute focus on only one character.
I never said he was right ethically. It makes sense mathematically though. 1 city dies to save the whole world. Doctors sometimes must amputate a leg to stop an infection from spreading. This is the same theory on a larger scale. Ozy had the knowledge and ability to play god. While the reader (an average human) can sit back and criticize him, none of us are in the position of power to make those decisions. There are many people in the world who decide the fate of hundreds, thousands, millions, and yes... billions.
Would you rather the comic ended with some low life scum being Blake's murdrerer, meanwhile the Russian's get uneasy about Dr. M and launch a massive nuclear assault on the US, or vice versa?

I agree. The story has no one main character. Nite Owl, Ozymandius, Rorschach, Silk Specter (I think she does) all narrate the story at different points. Even Molloch narrates for a bit. Plus there is the Curse of the Black Freighter thrown in there. The story is layered so there is no main character. That is why it is so respected as a complete work.
