The purpose of this issue was to promote the new ongoing War Machine series right after the 3-issue War Machine Secret Invasion limited series. The limited series was fun and corny, but it was just that. There wasn't much depth to the tie in series except for blowing things up and killing skrulls a bunch. The ongoing series was much darker and I think that Marvel understood that people were going to expect something simular to the Secret Invasion series. To clear up that miss-conception, they launched this issue.
In my opinion, this special prequal issue was totally boring and dumb, but I was interested in that it focased a lot on a contemporary issue. It was almost like a side-story to how oil drilling in Alaska was bad. Oh well, Marvel can play politics all that they want to. This book really just displayed how the new War Machine series was going to focas on modern issues and be darker. That's essentially what Marvel went out to do and that's what they did. The issue's plot totally sucked, but that's just fine. Marvel didn't set out to create the most comprehensive and breath-taking story ever. They just set out to create a nice set-up story for the new series.
But that puts me as a reviewer in a difficult possition. I can choose to review the content of the book and discuss its un-interesting plot and give it a low review. Or I can just say that Marvel accomplished what they were trying to do with this issue, which would be a good thing. So I'm going to review this... uh... twice? Okay, that sounds good.

I hope that by giving it two different ratings, you aren't completely confused here. I don't want to confuse anybody. This issue was boring but it was a good setup to the new ongoing series. Does that help you?
