Character » Wally West appears in 1896 issues.

Taking on the name Kid Flash in honor of his hero, The Flash/Barry Allen, Wally West would eventually become The Flash after the death of his mentor. Wally was an original member of the Teen Titans, a member of the JLA and the fastest man alive. He has yet to appear in the new 52.

So is Wally West unbeatable?

No, but he's extremely fast and pretty much anybody slower than him will lose.

It's because of the general thought of 'blitz always wins' and the Flash's are practically the embodiments of that.  
Wally however has an edge with the ability that he can take speed away from other speedsters.
 
But he is not unbeaterble when he's the 'regular' Flash, but very few are a threat to him if he's running at full speed. Zoom is one that can threaten him, so is Superboy Prime, who he could only defeat with the help of the others Flash's by pulling him into the speedforce, and that was only temporary. Otherwise you need someone who can either negate his speed (by magic or realitywarps) or strike him from a safe distance, like the Sinestro corpsman and John Steward who traded sniper fire across space sectors. And for all the speed he has, Wally cant fly.

yeah wally is beatable. The person beating him has to be mighty strong tho and really fast or just straight OP (over powered).

is this statement still accurate?

I thought Barry Allen was the fastest now due to his time with the Speed Force

He moves so quickly that even other speedsters appear to be standing still next to him. That's kinda hard to beat. But there are ways.

To my understanding that's a bunch of WIS brought on by a Geoffcon. It was always understood that Wally was the fastest and he had the feats to back it up.

Cosmic levels stomp him

Black racer beats him

Runner brobably beats him

Mkkari maybe beates him

Hermes and Hermod(marvel) might beat him

Zoom beats him

Flash 1,000,000 beats him

in an alternate reality Captain Marvel uses his speed of mercury and actually outraces him but thats not canon.

   As I mentioned in this thread, Zoom II is currently in a wheelchair and isn't outracing anyone.  Even at his peak he beat Wally in ONE story arc (and even in that story- Blitz- Wally ultimately was fast enough to stop Zoom).  EVERY appearance since then he's been beaten by Wally and others.  Using that one story arc to say Zoom II is always faster than Wally is like saying Bane is always a better fighter than Batman or that Doomsday is always stronger than Superman, despite repeated rematches showing to the contrary.

As for the original topic, Wally's strong for Battles but since when do Battle rules dictate anything besides Battles?

This thread has a list of feats (with scans) showing why Wally has some of the highest documented speed abilities:

One thing to note is that Flash's biggest feat- the Chongjin Rescue (which essentially gives Wally infinite time to accomplish practically any task)- has been referenced in Robinson's recent JLA run, meaning it was not just a one-time event to be forgotten, but something canonized into Flash / JLA lore.  By comparison, every time someone mentions Bane or Doomsday, etc. now there's an explanation for why their victory was a special case inapplicable to other conflicts.  Zoom II was hyped- for Blitz- to be the epitome of speed, but just like Bane, Doomsday, etc. in every subsequent battle Wally beat Zoom II.  If you're sticking to Battle rules you need to go by feats not hyperbole and Zoom II doesn't have better feats than Wally.

As a cosmic, maybe, but not as a speedster.  Buried Alien beat Runner in a race.  Buried Alien was Marvel's homage to the recently killed Barry Allen.  Wally has better speed feats than Barry.

Nope.  The Flash of the 853rd century is John Fox (from the 27th century) who briefly replaced Wally in the 20th century.  They had their showdown and Wally "won".
