The infamous Vigilante mantle was first assumed by DA Adrian Chase as a means to fight crime outside of his official jurisdictions. He used non lethal methods at first, but his mental health deteriorated and he became a killer. Several others have followed suit since his death, most notably his younger brother, Dorian.
Marcia King was Adrian Chase's research assistant when he was District Attorney (D.A.) in New York City. She later became D.A. when Adrian was the Vigilante.
Harry Stein was a police detective for the New York City Police Department. He was partnered with a junior detective named Gary Washington. Stein later became a knight for the government agency known as Checkmate.
Alan Welles is a New York City judge.
Arthur Hall is a former New York City police captain and Mayor.
J. J. Davis is the computer wiz-kid and weapons expert for the Vigilante.
Valentina was a member of the second Doom Patrol team and worked for the original incarnation of Checkmate eventually becoming the White Queen. She apparently died during the Final Crisis.
Lester is the criminal named Electrocutioner. He started out as a hero but ended up being a criminal and mercenary. Like many heroes and villains, two other people have used his identity.
Theresa is an ally and research assistant of the Adrian Chase Vigilante.
Harvey Bullock was once a corrupt GCPD cop, until he turned over a new leaf and made a conscious effort to be an honest lawman. He is now one of Jim Gordon's most trusted officers.

Washington was one of the primary investigators in the murder of judge Alan Welles - a murder in which Welles' contemporary, Adrian Chase, had been implicated. Washington, along with Stein, later became agents for the organization known as Checkmate.

Not to be confused with the famous Janice Rand from Star Trek Janice Rand is a New York City Reporter. Maybe she could be an ancestor of Star Trek's Janice Rand but that has never been clarified.
